Control Technique for Promoting Garden Suburb in Sprawl Region
In this research, we investigate the Rural Districts Planning System that is the land use control technique of the suburbs part. We clarify the cause to which the Rural Districts Improvement Law is not applied investigating articles of the law (law, govemment ordinance,and ministerial ordinance) and the current state of the settlements of all municipalities that actually applies this law. In addition, the approach of the Rural Districts Improvement Project in the Kanno district that is pioneering case is enumerated, and the effectiveness of the system and the problem are clarified. And,we aim to obtain the finding of the ideal way of the Rural Districts Planning System in the future.The results are as follows.1) As for shortage of connection of the administration, a fundamental solution is necessary. Therefore, it hopes to improve the relations of the agricultural administration side and the city side in the Municipality.2) The law is “Plan law. to the last. After all, it is bound by other laws (ex: Land readjustment law,etc.), the system becomes complex difficultly,and the prolongment of the project is caused.3) The vision after the agreement period of ten years of the agreement farmland area ends is not clear4) It seems that the achievement of regional revitalization by “Agricultural productivity improvement is insufficient.
