Study on Science and Technology Management of China Higher Universities at New Stages

摘要：

The science and technology management in higher universities is an open and complex system associated with many factors.In this paper,author,based on previous researchers work,proposes that the higher universities should reform administration and operation mechanism,innovateresource allocation system,and improve educational level of the administrative staff to explore and resolve the existent problems in process of science and technology management of higher universities at new stages.
