OPEN SOURCE SOFTWARE-WHAT IT HOLDS FOR ASSET MANAGEMENT
Businesses around the globe are moving towards electronic service provision. It has special significance for public sector asset infrastructure managing organisations, which require substantial investments in information and communication technologies and a much greater investment to provide ongoing support to such initiatives. In particular, the proprietary software run on asset managing information systems is tightly controlled by vendors and thus leads to dependency. At the same time, proprietary software does not meet all of the organisational demands, have standardized functionality, have financial constraints, and binds the organisation into contractual restrictions imposed by the vendors. Open source software (OSS) presents itself as an economically advantageous, reliable, and flexible alternative to proprietary software systems. However, success of OSS in government agencies demands that its implementation enables technical and economic value; is maintainable; and adequate support is available to sustain OSS utilization. This paper reviews OSS initiatives undertaken by public sector around the globe and builds the case for OSS utilisation for asset lifecycle management.
