System Analysis on the Difficulties of NCMS Development in Rural China
The New Cooperative Medical Schemes (NCMS) were generated in 2003 years, but in the process of operation, many new difficulties come forth, which retard the popularization of NCMS. They play great impact on the peasants healthcare. In order to help the poor families to get access to basic healthcare, and to avoid becoming poorer when get sickness, in the paper,with the system dynamics method, the new difficulties of NCMS in rural China were analyzed. Several system archetypes were built to analyze the influence factors that hold back the development of NCMS, include the competitive archetype between city hospitals and rural hospitals, the limited to growth archetype of participant in NCMS, shifting the burden archetype of NCMS in rural China. The archetype on the impoverished families becomes poorer because of serious illness. In the end, some management principles and government policies to solve the difficulties of NCMS are presented.
