Algorithm and Implement of Allocation-Location Problem with Bias Policy

摘要：

In this paper, we first present an allocation-location mathematical model with bias policy for a kind of allocation-location problem in a real world. Then give a corresponding algorithm and numerical example.Finally, we compare the results with and without bias policy.
