An Economic and Operational Analysis Framework and Assessment Tool for Government Owned Material Recovery Facilities

This paper examines the operational and economic feasibility of government owned material recovery facilities (MRF). It provides an analysis framework to evaluate the relevant parameters and constraints associated with purchasing and operating a MRF as needed by governments to justify such an investment. In addition, an assessment tool is discussed that assists in this evaluation process and a case study is provided. The assessment tool provides a step-by-step process to perform a detailed feasibility analysis. The case study provides an overview of the Lucas County Solid Waste Management Districts (Toledo, Ohio USA) decision to purchase a MRF to sort and sell nearly 10,000 tons of recyclable materials that were collected per year from its municipal recycling programs. This paper analyzes the economic and operational feasibility of the case study as an option for processing recyclable materials and may serve as an example for other city governments considering the implementation of such a system.
