Analysis of the Basis for Capacity Charge Considering the Structure of Two-part Heat Tariff and Incentive Policy of Energy Efficiency

Two-part heat tariff contains energy charge (variable part) and capacity charge (fixed charge).It is accepted that the heat consumption (KWh) should be the basis for the energy charge and standard metered method for capacity charge was absence.The impact of two calculation methods for capacity charge-based on square meters (m2) and heat load (KW) on the heating bill had been discussed and compared for typical consumers as well as considering energy saving.The advantages and disadvantages of each calculation method were presented.The potential incentive mechanism and the feasibility of implementation for every method were analyzed respectively.The results showed that:(1) Not only consumers but also the Heat Supply Company benefit a lot from the two-part heat tariff.(2) Heat consumers profit a lot from the energy saving whether capacity charge based on square meters (m2) or heat load (KW).(3) Capacity charge based on heat load (KW) was fairer for heat consumers than based on square meters (m2) as well as making maximization of utilization efficiency of heat resource.(4) Tariff taking into account the time of usage by means of active consumers action and heat low limiters installation is suitable to support the expansion of heating system at lowest cost.Also the consumers and Heat Supply Company both benefit a lot.
