Fuzzy Evaluation of the Social and Environmental Impacts of Multi-purpose Public Projects Involving Multiple Stakeholders

Construction projects may have great negative impacts on local environment,society and economy during and after the building period.With the improvement of environmental consciousness,this issue has aroused great public,academic and governmental concerns.Traditionally public projects were evaluated merely from the economic aspect through calculation of the shadow price and selection of the social discount rate in order to optimize the economic efficiency of the project.And the social and environmental impacts of the projects were usually neglected during the evaluation process.For multi-purpose public projects,different functional purpose may bring different social,environmental and economic benefits or disbenefits to the involved stakeholders.The traditional engineering economic approach is not suitable for the evaluation of the functional purpose combinatorial alternatives.In this paper,a new social and environmental impacts evaluation approach for public projects is proposed.Firstly the social,environmental and economic benefits and disbenefits of the project stakeholders are analyzed to establish a multi-criteria evaluation hierarchy.And then a evaluation model is constructed and solved based on AHP (analytic hierarchy process).The proposed method is applied to the selection of the functional purpose combinatorial alternatives of Henan TV tower,a large scale multi-purpose public project.There are two purpose combinations to be selected.The first alternative has only one purpose:television and radio transmission.And the second one has a combination of two purposes:television and radio transmission and tourist attraction.The first alternative may need less investment and shorter construction time,but may rely heavily on governmental compensation during operation for lack of income sources.The second alternative may require more investment and longer construction time,bring disbenefits to the local environment and residents.But the income earned by serving as a tourist attraction may sustain the operation of the tower and by attracting tourist and public attentions,it may also drive the development of the local economy.These two alternatives are evaluated using the proposed method to support the decision-making process.
