Research on Some Key Problems of Water Users Association

摘要：

WUA is one of the advanced irrigation management model Participatory Irrigation Management (PIM).The organization units,rational scale of the association,the calculation of water supply cost and the water right are the key problems of organization and management of WUA.In this article,the organization units supported by management units has been put forward.Through the benefit and cost analysis,it puts forward the methods to confirm reasonable scale.The paper defines the calculational methods of depreciation,the service and laboration of water supply cost.Finally,it puts forward the conception of the water right of WUA and analyses its characteristics.
