Discussion on Urban Transportation Plan Environmental Impact Assessment Procedure

摘要：

From sustainable development aspect, it analyzes the procedure of existing urban transportation plan, and makes a conclusion that it is necessary to integrate environmental impact assessment (EIA) into transportation plan procedure.The EIA plays an important role in leading and controlling the transportation plan system. Finally it concluded that the resource control strategy, dynamic EIA procedure and public participation should be considered when transportation plan is taken. A new transportation plan procedure with dynamic EIA procedure is built in this paper.
