Strategic Environmental Assessment on industrial programming of Shandong Province, China
Shandong Province is one strong point of Chinas economy, but its worse ecological and nvironmental problems made it exigent to do SEA on its industrial programming. This paper analyzed the evolvement process of Shandongs industrial structure and the environmental impact of industry in the past. Then the environmental impacts of different industries were compared. At last, according with the 11th Five-Year industrial programming of Shandong province, the consumption of resources and the quantity of pollutants after the programming was put into practice were forecasted through three scenes. Results showed that the environmental quality may present a better tendency, but the consumption of energy and water would be 20% and 8.6% times higher than that in 2005 if the new programming was put into practice successfully.But if the speed of industrial increase still kept at 15% every year, it was clearly that even if the coefficients of resources consumed and contamination discharged reached the programmed level, the consumption of water and energy would increase by 40.8% and 56.9% while the quantity of SO2, soot and COD may rise by 20%, the environmental quality will become worse. Shandong Province had to make a strategic adjustment to its industrial structure and find a recycle mode to strengthen its sustainability.
