Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) for the Hydropower Development Plan in Yunnan Province, China

This paper introduces the development process of Strategic Environmental Assessment (SEA) from home and abroad, and elaborates the definition and research approach for SEA. With the rapid hydropower development in Yunnan Province, the environmental impact assessments (EIA) for hydropower development plans in several watersheds have been carried out in the recent years. Following the experiences and lessons learned from the EIAs on hydropower development plans in Yunnan, some key issues in the environmental impact assessment for the similar plans has been proposed, including a correct command of the EIA policies and the coordination between government line agencies, which focuses on the accumulative environmental impact by hydropower development, the effective protection for the aquatic esp. fishes, the minimum ecological water flow in the rivers, public participation in the whole assessment process and so on.
