Strategic Environmental Assessment is a basic method to restrain current environmental destruction situalion. This article will summarize the great significance of implementing strategic environmental assessment, and discuss the approaches applied, with the environmental impact assessment of Liaoning coastal economic belt developmental strategy,namely Five Points, One Line as an example. And complete Strategic Environmental Assessment correlation suggestions will be followed.
