Research on the Theory and Methodology of Regional Plan EIA
Considering the characters of different kinds of regional planning and the corresponding needs for regional planning EIA in China, the new methods with the suitability partition and environmental carrying capacity at its core are presented in the article. By identifying the predominance and limiting factors, the EIA on regional planning could provide the scientific decision-making information to the industrial structure and distribution adjustment, which are related with the regional development planning, through which the quality of ecological environment in the planned region would be improved, and the sustainable development could be well achieved. Applied to cities in different levels, the methods proved effective and well done.
