Study on the methodology of atmospheric environmental assessment of the trunk road network programming in Hubei Province, China
Atmospheric environmental assessment of the trunk road network programming is an important component of environmental impact assessment of transportation programming. This paper discusses the methodology of atmospheric environment assessment of the trunk road network programming in Hubei Province, which provided a case reference for related research. Emission factors were used to predict air pollutant emission. The impacts of future emissions were discussed on the basis of traffic passages and administrative districts respectively. The results indicate that air pollution prediction based on emission factors is more preferable than that based on energy consumption in the SEA of road network programruing; the assessment based on traffic passage and regional assessment can evaluate environmental impact of road programming network from different aspects. The comparison of vehicle emissions before and after the implementation of the programming is necessary for the environmental assessment of road network programming, and regional emission change before and after the programming will be helpful for vehicle management and the emission control by the local government. The methodology discussed here will be useful in the environmental assessment of regional scale programming.
