Strategic Environmental Assessment for Provincial Road Network Plan: A Case Study from Hubei Province in China

摘要：

Transportation development generally causes land loss, resource consumption and obvious environmental impacts. It is significant to carry out strategic environmental assessment (SEA) for transportation plan and integrate environmental elements in transportation decision-making process, which can promote sustainable transportation development. The World Bank pays much attention to the capability building of SEA in China and financed Hubei Provincial Communication Department to conduct SEA for Hubei Road Network Plan. Based on this case study and international experiences on SEA,the paper discusses the technical framework, assessment elements and assessment methods of SEA in provincial road network plan.
