Study on EIA of the 11th Five-year Plan for Urban Economic and Social Development of Linfen, Shanxi, China
Urban economic and social development plan (UESDP) which has the strategic and overall haracteristics as profound effects on the citys future development and ecological environment. Integrating plan environmental impact assessment (PEIA) into the UESDP can bring the environment factors into the comprehensive decision of the national economy and the social development organically. Its important for the sustainable development of the city. This paper takes EIA of the 11th Five-year UESDP of Linfen as a research object to discuss the general concept of PEIA of UESDP of Linfen and try the application of analysis of urban development and environmental evolution, environmental damage assessment and the analysis of resource and environmental carrying capacity in PEIA.
