Theoretical framework for integrating ecological plan, plan EIA and urban plan together based on urban sustainable development
This paper rebuilds the relationship among ecologic plan, plan EIA and urban plan based on urban sustainable development, and urban sustainable development regarded as the common target of ecologic plan and plan EIA, urban sustainable development is the base for achieving urban sustainable development, both ecologic plan and plan EIA are the important tools for ensuring urban plan to meet the requirements of urban sustainable development, and the improvement and melioration of a proposed urban plan also regarded as the importance and value of both ecologic plan and plan EIA. Based on this opinion, this paper gives a theoretical framework for integrating eeologieal plan, plan EIA and urban plan together from such, six seetions, functions and positions, targets and indicators, working process, main contents, methods and techniques,regulation models, and finally uses this framework in the South New District of Jintan County in Jiangsu Province as a case study.
