Exploration and Analysis on Some Issues Concerning Plan EIA Management
Starting from the relationships among plan EIA and planning management, Strategic Environmental Assessment, regional EIA and project EIA, this paper preliminary studies the basic orientation of plan EIA in the planning management system and EIA management system. Moreover, based on the exploration of some specific issues such as responsible parties, participation period, and review organization, this paper analyzes the position and function of planning development organization, approval organization, environmental protection department, assessment center, and social public in the plan EIA and finally points out some relevant recommendations regarding key work of the next stage of plan EIA.
