Establish the Status of Strategic Environmental Impact Assessment in the National Strategic System

摘要：

Strategic Environmental Impact Assessment (SEIA), which is an important issue, should be considered at the national strategic level, and its status should be established in national strategic system. The author thought that the position of SEIA has not yet fully been established in the national strategic system until now. To bring environmental protection into the overall strategic layout is our realistic choice, which will enable us to establish the status of SEIA. The article analyzes the feasibility and necessity of bringing environmental protection into the overall strategy framework, as well as the characteristics of SEIA under the new overall strategy framework. At last the article puts forward the proposal about how to set up the status of SEIA in the national strategic system.
