Some considerations on the establishment,improvement and operation of production safety emergency rescue system
In accordance with Law of the Peoples Republic of China on Work Safety,the establishment of production safety emergency rescue system and formulation of emergency program are carrying out all over the country in China.The State Production Safety Emergency Command Center was established on February 21,2006,which indicated that the framework of Chinese production safety emergency rescue system was basically formed.On the basis of this,some considerations on establishment,improvement and operation of production safety emergency rescue system were further put forward,which includes: to pay attention to bottom-up integration and coordination in order to make the emergency rescue system uniform and integrated;to substantiate and perfect the three-level regulation system of emergency rescue under the lead of Emergency Situation Law as soon as possible;The operation mechanism,which contains forecast and forewarning as important contents,be with such functions as risk assessment,control and supervision,checking and inspection,etc.And then a more detailed discussion was carried out for those above-mentioned.Finally some suggestions were put forward for the establishment and evaluation of emergency rescue system.
