Safety management at Monte Sinni Mine,Sardinia
Carbosulcis is a mining company,owned by the Regione Autonoma della Sardegna (Italy).The Company operates Monte Sinni Mine,located the in Southwestern part of Sardegna island,about 70km far from the regional capital,Cagliari. At present,the annual production is about 450.000 t of saleable coal (1.000.000 t of raw coal) but it has been planned to increase production up to 1,000,000 t of saleable coal per year.This annual production is the calculated break-even point.The Monte Sinni Mine is classified as 1st category coal mine for explosive gasses according to the Italian Code of Mining Police.Such a classification imposes a series of restrictions that the mine has to complain during exploitation.To ensure a constant control of safety parameters the mine periodically upgrades the training of the workforce and engineers according to the Safety Policy stated by the top management of the company.The Monte Sinni Mine in order to improve its capacity to ensure a safe coal production has been certified according to ISO standards in environment (EMAS regulation,ISO 14001),safety (OHSAS standards,ISO 18001) and quality (ISO 9001:2000).This paper reviews the major items of the safety management of the mine and methods and procedures in prevention and accident reports.It includes training,monitoring of gas and ventilation,dust suppression,safe management of headings and face retreating.Safety management covers a wide range of arguments.All of them are related with safety of workforce and economical factors.Italian regulations,indeed,imposes severe restrictions in mining operations from the point of view of safety and special insurances should be paid to guarantee workforce welfare.Reduction of accidents has,therefore,a relevant importance even from the economic point of view.In the last years the number of accidents was drastically reduced both in frequency and severity.No fatal accident has been recorded in seventeen years.
