Government Performance Evaluation in the Trend of Local Governance

摘要：

Against the global trend towards local governance, local government in China has gradually shifted from government to governance in the process of reform. Within analytical framework of local governance, four basic questions related to government performance evaluation have been re-expounded, they are: why evaluate? what should be evaluated? who evaluate? and, how to evaluate?. Under this condition, it is therefore necessary to reconstruct the evaluation system of government performance. In terms of local governance, the path of reconstructing the evaluation system of government performance includes establishing the constraint mechanism, the targeting mechanism, the plural appraisal mechanism, and the selection mechanism of appraisal instruments of local government performance evaluation.
