Consideration of Deepening the Reform of the Administrative Mode of Non-operational Fiscal-investment-projects of the East-west Lake District in Wuhan
In this paper, by summing up the references from the managing mode characteristics of the fiscal-investment-projects of the advanced countries, the author analyzes the problems of the administrative mode reform of the non-operational fiscal-investment-projects in the East-west Lake District of Wuhan, and tries to put forward its reform scheme and advises three kinds of construction system schemes, such as the agency construction system scheme of primarily financial direct investment, the project financing program of Public-private partnership(BOT) and the construction and operation integration scheme of establishing enterprise. Besides, by comparing the three kinds of construction systems, the author puts forward different practicing scope of the three construction systems and the establishment of government organ for coordination.
