The Important Finance Policy Tool of Independent Innovation:Government First Purchase (GFP) and Government Order (GO)

摘要：

The core of Chinas national development strategy is to improve independent innovation ability. In this paper, the significance to implement strateges of the Government First Purchase (GFP) and Government Order (GO) is discussed. It is pointed out that the GFP and GO is an effective finance policy tool which encourages and supports independent innovation product and resists the market risks. Adapting to the Chinas environment, the proposed method assists to practice the independent innovation product GFP& GO.
