Researches on the Awarding of Chinas 3G Licenses Based on Quality Discrimination in Unilateral Access
Vertical segmentation has so many defects that integrating operation has been the new trend of natural monopoly industries deregulation in other countries, which produced the new problem of quality discrimination in one-way access. The paper, reviewing this matter based on the special background of 3G licenses awarding in Chinese mobile market, concluded that the discrimination of the local carriers would decrease the market competition and social welfare. The government could delay the awarding, and fully separate the 3G service and increase the number of licenses to avoid such behavior after the local firms have entered the mobile market with its intensifying network competition.
