Discussion on The Framework of Performance Measurement System (PMS) for Supply and Demand Chain (SDC) Based on Complex Adaptive System (CAS) Hypothesis

Most existent frameworks of performance measurement system (PMS) for supply chain (SC) are mainly base on the unrealistic linear assumption. To improve it, a discussion on the framework of PMS for supply and demand chain (SDC) based on complex adaptive system (CAS) hypothesis is made. The existent frameworks of PMS for SC are critically reviewed firstly. Then why SC should be integrated with demand chain (DC) to form SDC is explained. To deal with the conflicting focuses of different parts of a SDC, the statement that PMS for SDC should focus on value is proposed. It is believed that competition and cooperation of value supply in SC and value demand in DC is the root of dynamic complexity of SDC. Thus, why PMS for SDC is hypothesized as CAS is further explained. The end is a discussion on the future framework of PMS for SDC based on CAS hypothesis. In this discussion, the respective value chain (VC) in SC or in DC should be a linked chain with many similar segments, which describe the supply or demand value model of the firm. In the supply value model, measures focusing on efficiency should be developed mainly on the cost accounting, which should be modified to be interfacing-focused. In the demand value model, measures focusing on effectiveness should be developed on the interfacing-focused throughput accounting (TA). PMS for SDC should have both the structural and the procedural framework. The former should focus on specifying the synoptic measures about the firm and its relevant interest groups at the strategic, tactical and operational levels. The latter studies how the relative part of SDC influences the priority of strategic/tactical measures in the structural framework and the reverse. It could offer a clear mechanism about the interaction between the structural framework and its surrounding local environment.
