Agent Risk and Its Prevention Measures in Agent Construction System
(0) As one of the significant methods in management of government investment projects, agent construction system has recently achieved rapid progress in practice and in theoretical research . Risk problems are one of the bottleneck problems in the development of agent construction system. Risk problems have important effect on the development of agent-company and the formation of fair agent construction market. This paper analyzed the respective risks of investor, user and agent in agent construction system. According to the risks comparison, the agent undertook main risks of project management. Based on the risks analysis, the agents main risks in public investment projects were identified, which were technology risks, management risks and other risks. The influence factors of three main risks were also distinguished. In the practice of agent construction system, risk management of agent was a weakness in project management. In term of current administrative system and regulations, the possible risk prevention measures for agent were studied. The preferable risk prevention measures were listed as improving the quality of staff, perfecting contract management, transferring the risk through engineering insurance, and adopting feasible risk response strategies.
