摘要：

The Paper establishes the dynamic model of China urban minimum living standard security system and survival of disadvantaged population group, obtains the quantitative relation between them, and studies the reliability of the model. The results of the paper are very important and convenient for studying the quantitative relation between minimum living standard security system and the survival and development of disadvantaged group.
