The Basic Principle of Integrated Risk Assessment
This paper makes clear the main contents of integrated risk assessment and discusses the basic principle of integrated risk assessment. They are rooted in a new definition: risk is a scene in the future associated with some adverse incidents. The new definition leads to a new risk category based on knowledge and information we have. Then, we suggest a formal model of integrated risk assessment. The model consists of three parts to describe risk sources, dose response relationships and composition rules, respectively. Any current model for integrated risk assessment is a special case of the formal model. The input of the formal model is the parameters of the factors related to the sources, and output is the possibility values to the incidents.
