The New Developments of Emergency Management of China and the Cases of Operation of CISAR in Recent Years

China has diversified types of disaster and is prone to nearly all disasters. Disasters in China have high frequency of occurrence, regional and seasonal distributions, and with great losses in general. There are vulnerable to 5 major disasters, namely, flood, drought, earthquake, typhoon and landslide/mudslide, the losses account for 80-90% of the total losses. Losses in the disasters increase rapidly in recent decades. Since 2005, the Emergency Management Offices in different levels of the governments of China were established. Principles of disaster management in China are pre-disaster prevention, post-disaster responses & assistances. Depends on the new approaches, the disaster issues are classified into 4 types: natural disaster, accident calamity, public health issues and society safety issues. 4 grades emergency responses systems also have established from central to local governments in China. Two cases of operations of China International Search and Rescue (CISAR) Team in Balakot of Pakistan and Yogyakarta of Indonesia will be shown on the preliminary disaster quick determination and emergency responses, the search and rescue operation, onsite coordination, evaluation of disaster, mobile hospital for medical cares and the lessons from disasters et al. The disaster evaluation reports and some suggestion for the relief operation were given to the governments of disaster impacted countries.
