SWOT Analysis on Risk Posture of Urban Disaster
In terms of the open giant system of the city, the disaster risk it faces is continuously changing, so it is a very significant task to grasp the risk posture so as to prevent and reduce the disasters. In order to quantitatively measure the risk posture of urban disaster, a SWOT (namely strength, weakness, opportunity and threat) systemic analysis method is developed with environmental analysis thought of strategic management as reference. The integral framework for the urban disaster risk analysis is composed of three steps, which are risk identification, evaluation and countermeasures presentation; it presents a practical method to quantitatively measure the urban dynamic disaster risk in order to help the administrators to make right decisions in the process of prevention and reduction of urban disasters.
