Reduction of Risks in Hydro Engineering Stage Construction Using Discharge Control of Upriver Reservoir

In different construction stages of a water project, the diversion criteria could not be extremely high, because high criteria could not only increase costs of diversion greatly but also makes it too difficult to complete the project on schedule as well as result in excessive scale of diversion project. Therefore, in actual construction stages, due to the uncertainty of the flood, the safety of construction could not be ensured if a flood exceeding the diversion criteria happened. The paper put forward a method that is to use discharge control of existent reservoir to reduce the risk of diversion and construction in downriver. Furthermore, the feasibility of the method was proved by applying it to the construction of Shuhe water project.
