The Concept of Biomimetic System of Public Emergency Management
In recent years, various natural disasters and anthropogenic crisis have kept emerging all over the world, which motivates people to pay more and more attention to public security. Within this scope a great number of practices and researches have been carried out, among which there are many normative study results. However, most of them lack a concrete theory foundation, and lack of the theory base is bound to result in uncertainty of operating efficiency of emergency management system. In order to solve this problem, this paper introduces a theoretic reference frame for public emergency management, an immune system. An appropriate biomimetic system of public emergency management is developed with guidance of immunobiology.
