China Strategy of Flood Mitigation: From Control to Management

摘要：

It is established that flood is a major natural disaster endangering the socioeconomic development in China. With rapid economic development and irrational human activities, flood disaster losses remain high, so the conception and strategy of flood control and mitigation has to be changed from passive prevention to active precaution, from flood control to flood management and from administrative command to scientific decision gradually. Thus it is necessary to establish the monitoring, prevention, warning and decision-support system of flood control and disaster reduction, reinforce mountain disaster control, implement disaster risk assessment and management, make and complete disaster countermeasures and control serious disasters.
