Risk Analysis and Risk Evaluation Model for Navigating Ships in Heavy Sea

Using risk analysis theory, which has been widely used in many areas and its technique, to make risk evaluation on navigating ships in heavy sea will be an effective method to enhance the safe level for navigating ships in heavy sea, and is also the most important work of formal safety assessment (FSA). This paper introduces the concept of risk analysis for navigating ships in heavy sea, and a relevant risk analysis system has been set up. The hazard elements that may cause risk events for navigating ships in heavy sea have been chosen and the risk degrees have been fixed. On the basis of the above mentioned work, a mathematic model of fuzzy comprehensive evaluation which can be used for risk evaluation for navigating ships in heavy sea is put forward. This model can be used as theoretical support of risk evaluation for navigating ships in heavy sea, and to provide important basis for officers and ship safety management to make decision scientifically in daily operation, so as to enhance the safe level for navigating ships in heavy sea.
