A Structure of Risk Management for Digital Rights

摘要：

The ability to manage risks of digital rights through the entire life of Digital Intellectual Property demands the deployment of an effective structure. In this paper, after the main components and limitation of the current structure are briefly introduced, a three-layer structure is proposed as a solution to realizing persistent protection, interoperability, flexibility and credit mechanism. The rights service layer, the rights specification layer and the rights enforcement layer are described in detail. The relations between the proposed structure and the current one are presented as well.
