Value Chain Analysis and Development Scheme of Qingdaos Emergency Response System

摘要：

Emergency response system is a complex system. Operational efficiency and running cost of the system are determined by lots of factors. In this paper, on the view of the value chain analytic in business management, the factors that affect the operational efficiency and running cost of emergency response system are analyzed. Based on this work, Qingdaos practical situation is analyzed. As a result, a novel designed proposal of the Qingdaos emergency response system is put forward.
