A Research on Risk Management of Public-Private Partnership Mechanism: Case Study with Port-City Waterfront Development
Normally waterfront development is a high profile development project that blends in the local development requirement and global economic stimulation. While various groups are wresting with each other based on their own interest, this research tries to find out a dynamic point of balance and that is to satisfy the prospects and requirements of all participants. In recent years, the trend of urban development and construction is to integrate the public-private resource and capital in order to ensure the feasibility and continuity of project implementation. However, there are uncertain factors in both the internal and external conditions and the setting of multiple objectives are considerably complex for participating in urban development and renovation by public-private partnership resulting that the investment risk tends to be high. Based on the viewpoint of risk management, this research will explore the pubic-private partnerships mechanism in the participation in waterfront development through analysis on three factors including the developmental parcel of the water front development, subject of development and development method. The purpose is to gain an understanding on a correct and effective development risk management model that can be provided to public and private entity as a reference during discussion and decision in investment and development and further this can reduce the risk of development investment.
