The Complex Research Paradigm of E-government
As the material system of e-government, information technology (IT) is not only an instrumental medium, which will historically push forward the e-government evolution with its unique non-linear logic. On this basis, complexity thinking as a perspective of observation and a guideline of study provokes a methodological revolution of e-government research. In a complex paradigm, e-government may be defined as a dynamic system of rules formed in interaction of plural adaptive agents with IT embedment, as a synchronic unity of self-organization and other- organization. The evolution of. e-government is a process of occurrence, selection, transmittal and regeneration of government affair rules in the age of information, including structural evolution and functional evolution with virtual state as the final gestalt.
