Human Capacity Building in the Harmonious Development of Industrialization and Informationization

摘要：

New industrialization requires the harmonious development of industrialization and informationization. Since the human resources occupy the important position in new industrialization, the higher requirement to human resources is put forward at the same time. We try to reexpatiate the concept of human capacity from a broader point of view based on Amartya Sens idea that development is to expand capability. We also explore the human capacity as well as the human capacity building compared the requirement for human resource in the traditional industrialization in the harmonious development of industrialization and informationization. Finally, we suggest corresponding recommendations to promote human capacity building and keep sustainable development in our country.
