The Scientific Concept of Development-Paradigm Revolution of Social Development and Public Management

摘要：

The research subject of social development and public management is society-the complex system with multiple-hierarchy structure. In a multiple hierarchy complex system, each hierarchy has its own structure, function, characteristics and operating principles. So, the social development and public management paradigms concerning different hierarchies or the wholeness of society should be different from each other. In fact, the scientific concept of development has undergone the transition from sample paradigm to complex paradigm of social development and public management in theory. The scientific concept of development is suitable for modern social development and public management practice. That means a deep paradigm revolution in social development and public management.
