Study on Countermeasures to Enthusiastically Encourage Farmers to Participate in the Village Social Government Based on the Fuzzy Clustering in the Northeast Area
Construction of new socialistic countryside in the northeast area cannot do without the general farmers positive participation, however, the present township politics village governs pattern which leads to many problems, has violated the farmers legitimate rights and interests, and has led to the farmers indifference to rural governance, which encourages the village cadres to break the law, also initiates a series of village social problems and the vicious circle of village governance problem. This article firstly points out the reality that farmers ignore the village level governance, then analyzes the reason, quoting the collective attraction index and points out the main measure to enhance collective attraction is to stimulate farmers to participate in the village level governance. With the fuzzy clustering analysis method in systematic engineering, it carries on the cluster analysis on the seven administrative villages in Juyuan town of the Daowai district of Harbin, simultaneously illustrates that we should take the different governance measures for different types of villages. Finally, it points out this articles application value and requirement.
