The Technological Practice Model and Its Route Dependence in New China
Technology, as a kind of cultural practice, grows out of a special system and environment, whose system, organization and ideology determine the particular technological practice model. Furthermore, because of the cultural model in the system, the development of technological practice manifests the characteristics of route dependence. The structure of the systems in Chinese history have decided the political motivation and centralized state control and management of technological practice, and the pursuit of the ideological consensus. This technological practice model has had great influence on the technological practice in modern China and New China. The centralized control and management of New China has been a result of the structure of political system that overly centralized the power of control. The decision of technological policy made by political elites has endowed technology with political motivation. The state reaches ideological consensus through top-down process so as to realize the technological practice mobilization of its people.
