The capability-based framework model: a new perspective on IT planning
This paper reviews some typical methods of enterprise information technology strategic planning. According to the current development of information system implementation in Chinese enterprises,a framework model is put forward based on a capability perspective. The framework model pursues to build the enterprise intrinsic IT capability with IT capability planning. It emphasizes three capabilities planning: IT performance capability,IT infrastructure capability,and IT management & control capability. Then it outlines the path to IT capability planning. Additionally the paper explains these capabilities and suggests their planning steps in detail. The purpose of this paper is to provide new perspective on IT planning,and hope to finally form the capability of enterprise IT sustained development.
