How Trade Policies can be Decided in Developing Countries: an Asian Case Study
In recent years discussions of development strategy in developing countries have emphasized the importance of restructuring the supply side of the economy so that it is more competitive internationally. This paper is based on strategy of import-substitution industrialization with its critiques of that strategy that become increasingly common after about 1970,and the emergence in the late 1980s a new conventional wisdom that stressed the virtues of free trade. The main concern of economic policy in developing countries has been the low overall level of income;it is also the case that many developing countries are characterized by large differences in income between regions and sectors. This problem of economic dualism gives rise to some special policy issues. Further, there is the discussion on the devotion of the interpretation of East Asian miracle, and its much disputed implications for international trade policy. This paper describes how trade policies are determined in developing countries, and I took Asian as case study.
