A Strategic Innovation for the Problems of ARF (Agriculture,Rural land,Farmers) in China: A Four-dimensional Systemic Model on Rural Human Capital Engineering

摘要：

The key point of the ARF (Agriculture,Rural land,Farmers) problems is to improve the reserve of rural human capital,to increase the flux of rural human capital,and to implement rural human capital engineering. Using system engineering theory and strategy management theory,this paper formulates a Four-dimensional Systemic Model to resolve the ARF problems. We bring forward that it is a systematic circle including strategy selection,strategy planning (formulation),strategy implementation,strategy control,strategy assessment,and strategy feedback. It establishes the rural human capital engineering system comprehensively from the following four sub- systems: rural human capital investment system,rural human capital financing system,the transfer and towage of rural labors,and rural education investment & social security system. And this paper highlights the establishment problems of rural human capital investment system and rural human capital financing system,and holds these two systems are multidimensional,three-dimensional,and omni directional.
