The research on government processes reengineering in E-governance
Electronic government is no longer just an option but a necessity for countries aiming for better governance. Government processes reengineering (GPR) is not only an emphasis but also a necessary step in implementing e-governance,in order to achieve the targets of e-governance that efficiency could be improved evidently,it is prerequisite to integrate and reengineering government administrations processes. As processes are made up of activities,the interaction and interrelation among activities form an entire processes system,therefore,this paper puts forward the methods of activities identifying and processes identifying to analyze the relationships among processes,its trait is introducing the function frame model of activities to identify processes based on the method of qualitative model parsing in huge system theory. Government procurement is considered as one of the significant economic activities that can reflect the function of e-governance synthetically,then how to identify processes in anfractuous government procurement processes is a chief precondition of implementing government procurement processes reengineering,this paper uses a case study methodology grounded in system engineering theory to analyze an application in government procurement processes in the end.
