Selection of Strategy to Improve Water Environment Carrying Capacity Using the Osculating Value Method
In order to explore scientific, reasonable and sustainable ways to develop and protect water resources effectively and implement the effective and safe utilization of water resources, this paper presented the study on selection of strategy to improve Water Environment Carrying Capacity (WECC) using the osculating value method. The effectiveness of the method was verified through its application to the evaluation and improvement of WECC in Daqing area. Suitable evaluating index system was established according to the present status of the water environment in Daqing area. The carrying degree of each evaluating index and WECC were obtained through the calculation of the established model. Based on the analysis of the present status and dynamic changing tendency of the WECC in Daqing area, the osculating value method was used to select the strategy to improve the WECC. The results indicated that the strategies selected through the osculating value method solved the main problems inducing the decrease of the WECC in Daqing area. Selection of strategy to improve WECC using the osculating value method was reasonable and practical.
