The Importance of Robust Residue Dossiers to Address Both Regulatory and Food Chain Needs

Before a crop protection product can be authorised, a use pattern or GAP (Good Agricultural Practice) has to be established. GAP represents the authorised safe use of the crop protection product under actual use conditions for effective pest or disease control. Effective use is characterised through efficacy field trials which determine the method, rate, and number of applications required to control the pest or disease. To demonstrate the safe use and derive a Maximum Residue Level (MRL), supervised residue field trials are conducted following the most critical use pattern. The number of trials required to support a specific use depends on several factors, including an evaluation of the data itself, and is difficult to define in isolation. Regulatory authorities have established a minimum number of trials required to support the regulatory process. Trials should be conducted to high scientific standards which include full records of climate during the study and calibration of the equipment. In the analytical phase an understanding of the stability of residues during storage and validation of the residue analytical methods is also required. Due to the high costs of generating trials, economic considerations influence the number of crops for which residue data are likely to be provided and will impact growers of minor or specialty crops by limiting the products available. However, if the data generated from the residue field trials includes the appropriate representative crops, then the data may also provide opportunities for extrapolation to other crops. In addition, data outlining the behaviour of residue with time can be used to estimate use patterns which meet the demands of the food chain for minimisation of residues and to meet secondary standards, e. g. % MRL. An additional feature of a robust and complete dataset is the provision of information for mathematical modelling to interpolate and extrapolate expected residues from alternative use pattern parameters.
